The City's frequently asked questions for Amendment C394, its coastal inundation overlay for the Bellarine Peninsula and Corio Bay, say the Our Coast hazard mapping showed isolated pockets of land at Barwon Heads, around Hitchcock Avenue, as inundated, and put that down to sea water backing up the stormwater outlets under extreme tides and storm surge. The Planning Panel's report of 3 April 2020 records the City's submission that recent upgrades to the Ozone Road drain, including a backflow prevention valve, will prevent those areas being inundated. That is the City's 2020 submission, not a finding about any address. The amendment names Barwon Heads among the localities affected, and was gazetted on 3 September 2020.
The City's explanatory report for the amendment says the overlay triggers a planning permit for relevant buildings and works, including earthworks that alter natural ground levels. Whether filling in or removing a pool counts, and whether an address is mapped, are for the City to say; the City's overlay schedules were amended again by Amendment C339ggee Part 2, gazetted on 25 January 2024, so the 2020 wording may not be what applies today. Ask the City. Pool water is the other question, because EPA Victoria says wastewater must be kept out of stormwater drains so far as reasonably practicable, and here the outlets are the ones the City says can back up: ask the provider where it will go.
